Classifications of materials at different flashpoints.

Defining gases, liquids, and solids as Flammable or Combustible seems redundant to a consumer, but to the Logistics industry the identifications on cases & pallets for shipping are important to know for the purpose of storage & handling. The standards are determined by three governmental agencies – the US Department Of Transportation (USDOT), and the Federal Occupational Safety  and Health Administration (OSHA) a branch of the United States Department of Labor. The Globally Harmonized System of Classification and Labelling of Chemicals (GHS), operates under the authority of the United Nations Economic Commission for Europe (UNECE), and has undertaken the task of standardizing the regulations internationally.

Flammable & Combustible materials composing mostly liquid & gas but including solid forms are classified as HAZARDOUS materials and are primarily directed at industry – manufacturing, storage, and transport workplaces. And although not primarily directed at the consumer, these warnings apply to all environments. The differences between Flammable & Combustible categories involve volatility – namely flash points. The lower the flash point the more volatility.

Since early in the 20th Century the Codified Federal Regulations (CFR) has listed two separate standards for measuring flash points primarily identified as liquids but applying to all Hydrocarbon VOCs: CFR.155(c) lists one set of guidelines for Construction, and an earlier set of guidelines written for General Industry – CFR1910.106(a)(18). The standards are over 100 years old and were determined independently.

These technical standards also vary between countries; thus, the United Nations through the GHS codifies the flash point temperature of flammable fuels at between 0 and 140 °F (60 °C) and combustible fuels at between 140 °F (60 °C) and 200 °F (93 °C). All countries are working on conforming the legal definition of flash points to those values mandated in the GHS regulations. Another way of streamlining international trade guidelines and making globalization more frictionless.
